Through its area offices in Richmond, Concord, Antioch and Brentwood, the Council offers information, programs and services designed to support and empower parents and child care providers. The Council also educates decision makers and the general public about child care trends and issues.

SALARY: $1,252.38 - $1,377.62 per pay period DOE

GENERAL RESPONSIBILITIES: The Resource and Referral Counselor is responsible for providing child care referrals to Licensed Child Care Providers, who are in good standing with the Licensing Agency. The R&R Counselor provides support, information, education, and parenting resources to families. She/he provides technical assistance and training to the child care community. Additionally she/he acts as a liaison to parents, providers, employers, and community organizations.

SPECIFIC DUTIES/RESPONSIBILITIES:

A. Child Care Referrals:

1. Provide computerized child care referrals.
2. Inform Parents of their child care options and assessing their needs.
3. Provide enhanced referrals to parents of children with special needs.
4. Assist parents at targeted outposting sites in the community.

B. Parent Education and Services:

1. Provide parents with referrals to appropriate programs and community resources, including child care subsidy options, if applicable.
2. Provide technical assistance and information regarding child development issues.
3. Assist with parent education workshops on requested topics.

C. Provider Services:

1. Help to recruit and train Family Child Care providers, through a variety of activities aimed at improving the quality of care.
2. Provide both pre- and post-licensing site visits to newly licensed providers in line with contractual agreements.
3. Assist with professional development trainings, including workshops and conferences.
4. Record and respond to complaints about providers from the community, and conduct site visits where appropriate.
5. Keep abreast of Community Care Licensing Regulations, including updates, and changes for both family child care homes and centers.
6. Be knowledgeable of TrustLine regulations.

Qualifications:

· Twelve-core units in Early Childhood Education units required.
· A.A. degree in Child Development or ECE preferred.
· Strong oral and written skills, bilingual preferred.
· Ability to relate well to parents, providers, coworkers, and the community.
· Basic typing and computer skills
