California is definately trying to eliminate pet ownership! To judge a dog by breed and not by individual, look at the way they've been building houses with no yards! SB861 was introduced for public safety, where in that law does it implement safety? No where at all, it would be like saying the majority of prison inmates are yellow, so lets sterilize all yellow people.
Punish the deed not breed! Give incentives to landowners who rent to pet owners from the state. Jail terms for people who allow dangerous dogs to run at large and attack! Fixing every dog will only eliminate dogs. If someone bred ill tempered dogs and the people who bought them got in trouble, the breeder would go out for no one would buy!
