I'll bet your underporch area could use a good hosing off or maybe a spritzing for dust control?
We had some bums sleeping in front of our building. The solution...wash down the sidewalk every evening. In Seattle on the original Skid Row they have these little drippers that keep the margin of the building against the sidewalk constantly moist. Result? No bums sit down and beg there.
Whenever we find one sleeping in our neigborhood we just hose them down.
Friends had a problem with whores lining up under their windows at night in downtown SF. They installed some planter boxes with plastic flowers in them and turned on the water with a toggle valve next to their bed. The advantage of this is that they can do it in the middle of the night when they're trying to sleep.
My verbal rejoinder to beggars asking for money where we live: "you grow up around here?..." "No, I'm from ....." "Why don't you go back where you come from if you're a failure here..."
