WORK LOCATION:
875 Stevenson Street, 5th Floor, San Francisco. Travel within San Francisco may be required. Incumbent may work at other sites as required.
DUTIES:
Under general direction of the Project Manager, the Business Analyst Principal functions as the project’s expert. Duties include understanding customer requirements, analyzing how best to satisfy requirements, development and implementing agreed-upon solutions, maintaining the data and operational integrity of systems, preparing needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, and maintaining detailed plans and schedules. Other duties may include the evaluation of computer system alternatives, project planning and documentation. This individual must have experience in MS SQL script writing, SQL server queries, creating views, building applications to report against database, software package upgrades, workflow analysis and diagrams, client-server and Web development experience, as well as knowledge of Oracle and MS .net programming. Familiarity with MS Access, VBS, and conversion of MS Access applications to a SQL environment is desirable.
NATURE OF WORK: Employees must be willing to work a 40-hour week as determined by the department with occasional extra hours as needed, and be on-call 24 hours a day.
EXAMPLES OF DUTIES:
- Manages system development, enhancements, testing, training, documentation, and implementation of major changes.
- Ensures customer needs are met, customer is satisfied with DTIS services, and customer is successful in meeting their business objectives. .
- May be directed to act as the project coordinator for special projects, insures that activities are performed within time frames and budget allowances; prepares formal long and short term project plans, schedules status reports that take into account both DTIS and client tasks.
- Evaluates upgrades, analyzes the impact, presents findings to client, and prepares and monitors the project plan.
- Develops workflow information, data analysis, re-engineer processes.
- Prepares and presents detailed finding and issues to manager.
- Installs application systems.
- Analyzes, develops and documents fit/gap analysis.
- Provides emergency technical support to client.
- Prepares user and technical manuals and instructions.
- Prepares other duties as needed.
MINIMUM QUALIFICATIONS:
Experience: Five to six years of recent, verifiable experience in a data processing environment as a senior business analyst of which two years must be at a senior level, which demonstrates the highest technical knowledge working on an MS environment using SQL Scripting, use of MS reporting tools, and MS .net programming.
Education: Education equivalent to a Bachelor’s degree in Computer Science, Information Systems, or a closely related field, from an accredited college or university.
Substitution: Up to two years of additional verifiable experience in a data processing environment may be substituted for the required education as follows: One year (2,000 hours) of such experience is equivalent to 30 semester/45 quarter units. Two years (60 semester/90 quarter units) of college course work is an absolute requirement for which no substitution will be allowed.
ADDITIONAL DESIRED SKILLS: Excellent written and verbal skills are essential to working with clients. This position involves working with a team of highly skilled IT professionals who work with clients independently. A strong customer services orientation is highly desirable. Experience with new and emerging technologies including experience with web-based application development is a plus. Employees must pro-actively ensure that their skills keep pace with technology.
