Description AGENCY: Rubicon Programs Incorporated is a non-profit organization that builds and operates affordable housing and provides employment, job training, and mental health services to individuals in the Bay Area who have mental disabilities, are homeless, or are otherwise economically disadvantaged. Services include: case management, group and individual counseling, day treatment, money management, independent skills classes, and vocational rehabilitation opportunities. Rubicon Enterprises, Inc. is a supporting corporation of Rubicon Programs Incorporated for the purpose of developing employment opportunities. Rubicon operates two businesses - Rubicon Landscape Services and Rubicon Bakery. The combined annual operating budget is over $15 million with more than 200 employees.

ACCOUNTABILITY: The Director of Workforce Services works under the supervision of the Vice President to manage the agency’s workforce services, a large division with operations in Contra Costa and Alameda counties. The Director is responsible for leading the implementation of workforce strategies furthering organizational goals. Rubicon seeks a dynamic, entrepreneurial individual to lead this division.

ESSENTIAL QUALIFICATIONS:
1. At least five years experience in workforce services, staffing services, or a related field;
2. At least five years experience in supervision and development of staff;
3. Ability to set clear outcome objectives and to motivate, train, and support team members
in meeting those goals;
4. Ability to anticipate and quickly adapt to changing needs and work environment, and to
think critically, balance competing demands, and satisfy conflicting needs;
5. Understanding of strategies to meet workforce needs of high growth industries;
6. Demonstrated commitment to creating opportunities for persons who are low income,
have disabilities, and face other barriers to employment;
7. An understanding of the impact of poverty, disability, incarceration, unemployment and
underemployment on individuals, families and communities;
8. The ability to conceptualize and design workforce programs and services that address
the causes and consequences of these and related factors;
9. Excellent oral and written communication skills, including public presentation skills;
10. The ability to establish and maintain effective working relationships with supervisor, co-
workers, consumers, funders, employers, and community agencies;
11. Demonstrated knowledge and effective use of computers and business software; and
awareness of the role of technology in the delivery of employment and training services;
12. The ability to travel efficiently among work sites throughout the Bay Area, including
employer, partner, and other customer facilities.

DESIRED ATTRIBUTES:

13. A Bachelor’s Degree or Master’s Degree in a related field preferred; five or more years
of demonstrated success (in addition to the qualifications below) in managing
employment and training programs for economically disadvantaged persons may
substitute for a degree;
14. Five years of experience in the development and administration of employment and
training programs and services for people who are homeless or economically
disadvantaged;
15. Demonstrated track record of writing successful grant applications;
16. Experience in development of strategic partnerships;
17. A working knowledge of accreditation standards and regulations governing principles of
consumer service, employment services, facility operations; and the ability to assure
compliance in governing public and private entities.

RESPONSIBILITIES:

1. Supervise division managers including: Vocational Training Coordinator, Berkeley
Division Manager, Business Services Manager, Vocational Services Manager, and
Support Services Manager;
2. Coordinate with other Rubicon Divisions when contracts are cross-divisional or when
contracts serve the same population(s), especially Case Management and Behavioral
Healthcare Services;
3. Support Rubicon Enterprises with workforce planning and support for temporary and
regular positions;
4. Identify strategic business partners and develop relationships with these entities to
increase employment opportunities for program participants;
5. Identify funding opportunities and collaborate with agency officials to prepare funding
proposals;
6. Assure division operations, activities, and responsibilities are carried out efficiently,
effectively and in compliance with local, state, and federal laws and regulations;
7. Ensure compliance with all organizational policies, procedures, risk management and
safety standards, and ensure safety training throughout areas supervised to meet CARF,
Department of Labor and other regulatory standards;
8. Assure the alignment of workforce services’ programs with the agency’s mission and
philosophy; the employment needs of industry partners; and the needs of
potential/current program participants;
9. Design, expand, and implement agency sectoral initiatives connected to local high
demand growth industries, and serving disadvantaged/underserved populations;
10. Stay current on the employment and training needs of low income persons; emerging
strategies of government entities, non-profit organizations, advocacy organizations,
businesses, and funders;
11. Develop collaborative relationships with community agencies, employers and funders,
and ensure that agency employment services respond to needs expressed by these
stakeholders; and
12. Perform other duties as assigned by the Vice President.

HOURS: This is a full-time exempt position.
