Job Definition
The Director of Property Management administers Oakland Community Housing Management and serves as staff to the OCHI/OCHM Management Committee of the Board of Directors. The incumbent is a senior level administrator responsible for the maintenance and fiscal management of a portfolio of housing projects; prepares operating budgets and capital plans and provides input on new developments.
The Director of Property Management reports to the Asset Manager, and works on a peer level with the Director of Operations, Director of Real Estate Development, and Controller. The Director of Property Management supervises 3 Property Supervisors and 2 Maintenance Superintendents.
Responsibilities
Pre-Development Properties
Participates in project concept meetings and gives input on project design.
Participates in presentations to community groups.
Prepares operating budget projections; prepares management documents required for project funding applications and loan closing; prepares and administers marketing/start-up budgets.
Completes property tax exemption application process.
Portfolio Properties
Works with OCHI Asset Manager to establish goals and objectives for each property under OCHM Management.
Monitors compliance with regulatory restrictions and internal/ external reporting requirements for each property.
Monitors and evaluates the performances of OCHM work force to meet goals and objectives.
Supervises site staff in carrying out the following duties:
Screening and orientation of prospective tenants.
Tenant income recertification.
Collection of rent, preparation of bank deposits, and reconciliation of deposit slips.
Collection of service charges and legal fees, and the preparation of eviction notices following established procedures.
Preparation of purchase orders and processing of invoices.
Periodic unit inspections and follow through on maintenance and repairs.
Performance of preventive maintenance.
Preparation of vacant apartments for rental.
Upkeep of common area and grounds.
Complies with all safety guidelines and ensures that employees supervised also comply with OCHM safety guidelines.
Conducts regular management staff meetings to effectively communicate and to evaluate program progress.
Prepares annual operating budgets and capital replacement budgets. Coordinates budget review process by owner and regulatory agencies.
Determines and schedules appropriate training for OCHM employees.
Conducts on-going and annual performance evaluations of direct reports.
Conducts periodic resident satisfaction surveys. When appropriate, meets with resident groups to discuss property management issues.
General Administration
Develops and implements annual budget and business plan.
Participates in senior staff meetings to raise property management issues.
Coordinates periodic meetings with the OCHI/OCHM Board Management Committee to review monthly/quarterly financial reports and discuss policy issues.
Performs other tasks as assigned by the Asset Manager.
Qualifications
Minimum 5 years of senior property management or related experience required, preferably at the Director level; experience in managing publicly assisted housing units. Ability to assign, review, plan and coordinate work of other employees; ability to analyze problems and recommend solutions; familiarity with automated accounting and property management systems.
Compensation & Benefits
The starting salary range is $65,000-$75,000 DOE. OCHI offers a comprehensive benefits package.
