Director of Infant and Child Development Programs
Job Description

Overall Qualifications:
Demonstrate care, concern and an understanding of children and families. Expertise or experience with State and Federal funded childcare programs, NAEYC Accreditation, family childcare homes and both preschool and infant centers. Ability to manage multiple programs and funding streams, expand programs, secure and integrate new programming and funding streams. Possess strong leadership and supervisory skills. Exhibit versatility in juggling the demands of the job and ability to prioritize and delegate. Show creativity and skill in working at both the strategic and operational level. Utilize interpersonal and leadership skills to interact productively with a wide range of staff, board members, volunteers, consultants, government agencies, community members, donors and funders. The successful candidate will be a forward thinking self-starter whose vision and ideas will be welcome.
Reports to: Executive Director and works closely with appropriate staff, board, and consultants.
Responsibilities:
Program Administration
§ Assist with seeking and writing program grants and contracts.
§ Assist with fundraising and donor development.
§ Streamline, integrate and maintain all necessary program records and complete timely reporting required by licensing, NAEYC Accreditation, CDE, DCYF, other foundation and government funders.
§ Ensure information and reporting conduit exists between ICDP and other departments and through ICDP to parents and families.
§ Participate as member of the agency leadership team.
§ Ensure reports are submitted timely and are properly reviewed for accuracy. This includes internal reports such as HR and payroll as well as program-related reports.
§ Prepare annual program operational plan for submission to Executive Director.
§ Monitor program progress, reporting progress monthly, and submitting any necessary operational plan adjustments quarterly to the Executive Director.
§ Maintain program budget. Prepare annual budget and mid-year modifications in line with operational plan along with the Controller and Executive Director. Approve all program expenditures. Monitor and explain budget variances on a quarterly basis.
§ Participate on appropriate local and state committees regarding early care and education initiatives, programs and policies.
§ Monitor local, state and federal legislation and budgets affecting children, families and child care, organize with others to educate and advocate.
Program Development
§ Plan for and expand ICDP programs as outlined in FCS’ most recent Strategic Plan.
§ Develop and update all aspects of program policies and procedures including, but not limited to, parent, staff and family childcare provider program handbooks.
§ Center and family child care home planning and integration, along side coordination with FCS administration and intake offices, Resource and Referral agencies and other agencies as needed.
§ Collaborate to ensure parent meetings, workshops and program-sponsored activities address needs of parents, children, families and program, and that appropriate ICDP leadership team members and staff participate.
§ Ensure program utilization of consultants to the maximum benefit of children, families, staff and program.
§ Maintain use of and revise program curriculum that ensures compliance with local (Gateway to Quality), state (Desired Results) and nationally (NAEYC Accreditation) recognized quality program standards.
§ Plan for and ensure regular program evaluation by staff, parents and trained outside evaluators.
§ Plan program improvements based on latest research and regular program evaluations and feedback.
Program Supervision
§ Lead and Supervise ICDP leadership team by providing regular individual coaching and supervision, as well as team meeting facilitation and leadership.
§ Develop and implement plan to meet program staffing needs including, but not limited to, ensuring recruitment, hiring (with approval of the Executive Director), orientation and professional development of qualified staff.
§ Develop and implement plan to meet the program providers contracting needs, including recruitment, contracting, and monitoring of licensed providers.
§ Ensure adequate orientation of program staff, volunteers and family child care providers to their roles and responsibilities, the program and FCS policies and procedures.
§ Ensure ICDP leadership team members provide regular supervision and coaching meetings with their staff members.
§ Ensure family child care providers receive regular monitoring and coaching.
§ Ensure provision of staff and family child care providers professional development and training plans that meet the needs of children, parents, staff and program.
§ Ensure policies and procedures outlined in FCS employment handbook, FCS program handbook, FCS and SEIU 790 union contract, ICDP program handbook, as well as in those delineated in memos and postings are adhered to by staff and ICDP leadership throughout the program.
Other duties as assigned by the Executive Director
Required Experience:
California Department of Education Child Development Division Program Director Permit or Permit qualified. Minimum of 2 years supervisory and management experience in a publicly funded early childhood education setting. Knowledge of California Department of Education contracting or Head Start Programming required. Experience with NAEYC Accreditation, Harms Rating Scale, subsidized, corporate sponsored and full fee childcare programs preferred. Knowledge and understanding of local and state initiatives in early care and education preferred. Must have excellent verbal and written communication skills. Bilingual Spanish/English or Cantonese/English preferred. Knowledge of MS Outlook, Word and Excel required.
