Business Services Coordinator

The Business Services Coordinator’s (BSC) primary responsibility will be to ensure consistent and effective development of services to businesses that demonstrate clear linkages between workforce development activities and employers’ needs. The BSC will also look for opportunities in economic development that provide for layoff aversion, business retention, expansion and attraction.

THIS IS A YEAR-TO-YEAR POSITION BASED ON AVAILABLE FUNDING

Responsibilities of the Business Services Coordinator:

· Develops employer-based customized and upgrade training programs
· Works closely with the Alameda County WIB to develop business service standards
· Works with local, regional and state economic development directors to provide linkages to resources
· Ensure that business services are being coordinated between One-Stops, partners and other community organizations.
· Represents the WIB at large business or trade association events
· Coordinates marketing of workforce activities
· Monitors One-Stops to ensure proper delivery of business services
· Identifies training needs for Business/Employer Service Representatives
· Conducts analysis of Alameda’s performance in regards to business services
· Makes policy recommendations
· Attends a variety of meetings

The Business Services Coordinator will also work with the *Economic Development and Employer Services (EDES) Committee to:

1. Maintain Standards for Business/Employer Services
2. Identify and work with employers to implement High Growth Initiatives identified by the Committee
3. Provide routine reports to the Economic Development and Business Services Committee (EDBS) and the WIB
4. Orchestrates the business/employer services of all the One-Stop staff and partners
5. Coordinates implementation of a targeted marketing plan based on research and the WIB’s Mission and Vision
6. Provides quality control and improvement strategies
7. Develops business services budget needs and identifies resources
8. Maintains a measurement and reporting system that is effective describing the outcomes of business services
9. Modifies current monitoring instrument so that it determines not only that a service is present, but the effectiveness of those services

*Economic Development and Employer Services (EDES) Committee of the WIB

“The Economic Development and Employer Services Committee shall develop strategies to train workforce participants for jobs that will provide long-term career paths; coordinate labor market studies; provide the WIB with information on emerging market trends; provide guidance regarding Individual Training Accounts (ITAs), the Eligible Training Provider List, and employer services in the One-Stop Career Centers; recommend changes to the workforce investment system in order to improve employer satisfaction with employee recruitment, retention, productivity, and profitability, and other outcomes; and develop strategies to enhance the responsiveness of the workforce investment system to the needs of local businesses.”

Experience and Skills desired for the Business Services Coordinator:

· Experience in program development
· Marketing/Human Resource/Training background in high growth areas
· Strong Leadership and Management skills
· Team Building and Partnership Development Experience
· Experience in and/or knowledge of private sector and business practices
· Knowledge of the workforce development system
· Understanding of strategic planning, budgets, marketing and research
· Excellent verbal and written communication skills; skilled in group facilitation and making oral presentations
· Experience in training and sales a plus
· Computer skills (Word, Excel, PowerPoint, Internet, etc.)
· Disciplined in self-management, self-directed work style
· Knowledge of business and tax related incentive programs (WIA, ETP, H1-B, TJTC, etc.)

Minimum Requirements

EXPERIENCE: The equivalent of four years full-time experience as a Human Resources Manager, Marketing Manager, Training Manager or other closely related field

AND

EDUCATION: Possession of a Bachelor's degree from an accredited college or university with major course work in marketing, business administration, social science, industrial psychology, public administration, or a field closely related to human resources. Experience may be substituted for Educational requirements on a year for year basis.
Job Site

This position will be located in Hayward at the Alameda County Workforce Investment Board’s Administration Office.
