Primary Job Responsibilities

We are seeking an Assistant Treasurer with financial services industry experience to build and manage the global treasury infrastructure for PayPal Inc., the financial services arm of eBay. This person must thrive in a fast paced, hands on environment, and be passionate about being part of a team that is focused on creating a powerful global on-line payments service. This position will partner with the PayPal Treasurer to convert vision and strategy into scalable, global solutions.

• Build and manage the global infrastructure for Treasury to support PayPal’s global payment processing capabilities, FX, interest, and money market products.
• Determine scalability of current banking infrastructure and processes and help design solutions to reduce manual money movements and automate intercompany settlements for a growing number of legal entities.
• Project lead to implement the SAP global treasury system and build systems maintenance support needs.
• Project lead on a number of yet to be defined initiatives to build out PayPal’s products both internationally and domestically. Work with other parts of the PayPal organization in new product development and roll outs (including expansion into new countries) to ensure smooth execution of activities related to the treasury function.
• Develop forecasting, liquidity, and funding strategies for PayPal’s network of accounts worldwide. Establish and execute on subsidiary’s capitalization needs.
• Oversee liquidity and financial risk management reporting process to regulatory agencies. Ensure treasury remains in compliance with regulatory limitations.
• Continuously reassess and ensure treasury’s compliance to SOX 404.
• Manage key treasury banking relationships. This will include managing bank setup, bank documentation, information reporting, and system administration.
• Partner with European and Asian regional treasury managers to create a virtual, global treasury operation.
• Partner with eBay Treasury team to ensure consistent cross company policies and procedures usage when appropriate.
• Drive cross-functional process improvements by championing new ideas and solutions.
• Oversee various daily operations and exception processing related to treasury.
• Manage a team of 2-3 persons and build staff to support new initiatives.
• Manage other treasury related activities and analysis as directed by the PayPal Treasurer.

Job Requirements

• B.A. in finance, business administration or accounting with MBA preferred.
• CCM/CTP helpful, but not required.
• 15+ years experience overseeing a global treasury operations function including international with some banking experience desirable.
• Self-starter with demonstrated excellence in developing and implementing innovative and efficient global liquidity management and technology solutions.
• Passionate and thought leader in this field.
• Ability to see the big picture and analyze all drivers of a solution (including costs - both direct and indirect) in order to make appropriate decisions.
• Excellent project management skills.
• Outstanding teamwork and communication.
• Great people skills, ability to grow the team as the function evolves.
