Description

Responsible, under the direction of the General Manager, the Assistant Property Manager is responsible for all phases of property operations, and to act in that capacity in the absence of the General Manager. Particular emphasis on administration of the property operations and rental office, supervision, where applicable of rental staff and marketing operations, and assistance in monitoring the financial operations of the property to meet the goals of the property, resident retention and providing a quality living experience for the residents, and assisting in providing a second-in-command presence to interpret and consistently implement the policies and procedures of the company, to further augment the productive, positive environment for the property personnel.

Responsibilities

·Monitoring and direction of rental activity, all on-site marketing activities, and functions, both in occupied and vacant apartments, and for compliance with scheduling and monitoring of preparation of market ready units.
·Responsible for maintaining the company standard on performance of maintenance functions, both in occupied and vacant apartments, and for compliance with scheduling and monitoring of preparation of market ready units.
·Responsible for all administrative functions and the correct and timely preparation of all reporting documentation. Prepares rental agreements for residents.
·Assists in timely collection of rents, banking activities, documentation of all transactions, preparation of collection documents and court appearances.
·Responsible with Property Manager, for meeting revenue goals, occupancy management as described in the annual operating plan and resident retention.
·Responsible for firm, fair and consistent administration of all legal company policies and practices.
·Monitor and direct property administration, ensuring compliance with daily, weekly, and monthly reporting standards. Thoroughly understand property systems and monitor accuracy of reporting.
·Responsible for resident file documentation, corporate living programs, application and rental documentation and tracking, receipt and timely processing of payables.
·Maintain high occupancy level through effective motivation of the leasing staff, keeping informed of market conditions, competitive pricing and current pricing strategies for the property, including appropriate use of authorized concessions.
·Monitor quality of on-site marketing program, including completeness of ad review, comparison shopping and general awareness of the property in relation to the market.
·Track performance of leasing staff, including their understanding of current rental policies, concession programs, and closing ratios.
·Responsible for reviewing shopping reports with rental staff.
·Monitor consistency and quality of overall maintenance, particularly when it relates to the quality preparation of market ready apartments and timely response to service requests, to insure resident satisfaction.
·Assist in monitoring maintenance compliance with company policies regarding percentage of market ready apartments, completion of monthly inspection and general quality of common area.
·Understand and be able to implement in the Property Manager’s absence, all policies with regard to special rent programs such as Section 8 and BMR which might affect the property operations.

Supervisory Responsibilities

·Directly supervises employees in Leasing Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
·Responsible for hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
·Plan, prepare and conduct property functions designed to add value to property operations and participate in preparation of resident newsletter.
·Be familiar with any local ordinances, which affect property operations, including rent control documents and security deposit issues.

Requirements

·High school diploma or GED with one to two years related experience.
·Knowledge of office systems and equipment.
·Basic bookkeeping skills.
·Sales and Marketing experience is preferable.
·Knowledge of and the ability to articulate legal procedures for evictions in local area.
·Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of residents or employees of the organization.
·Ability to add, subtract, multiply, and divide all units of measure, using whole numbers, common fractions, and decimals.
·Ability to compute rate, discounts, interest and commissions.
·Computer proficient in Windows, Word, Excel, e-mail, AMSI, Outlook and the Internet.
·Ability to type 40+ WPM.
·Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations.
